Expedited Systems Engineering for Rapid Capability

Abstract

In the modern development environment, systems are more complex, interconnected, software-intensive, and driven by “time to market.” This is also true for defense systems when responding to urgent operational needs. These programs cannot avoid the time to focus on complete satisfaction of static requirements, immature technology maturation, and long lifecycle considerations. The method used in this research is grounded theory, with data coming from site visit notes of unstructured interviews conducted with leadership at organizations known for rapid development. The responses showed that rapid development requires an integrated approach with considerations for People, Process, and Product. These organizations seek out flexibility in engineering, hiring, and contracting processes, and the development fits into one of four lanes of acquisition. Further analysis reflects findings pertaining to efficient information/knowledge sharing, generally, but not exclusively achieved by small team collocation. These organizations were mindful of risk but were not risk adverse. Rapid projects demonstrated organizational ambidexterity and real-time management and decision-making. Lastly, the research observed an enthusiasm that is infectious throughout these organizations that regularly practice “rapid” successfully, with a culture that fosters a “go-fast” ethos.
